The establishment of the viWTA is part of the policy of the Flemish Parliament to be a 'Glass House'. At the foundation of the viWTA, the Members of the Flemish Parliament wanted the advice of the institute to contribute to a transparent debate about complex issues involving society and technology.
The main role of the viWTA is to advise the Flemish Parliament, either on its own initiative or in response to a question of the Members of the Flemish Parliament. The Director of the viWTA has the right to be heard in the Flemish Parliament and can ask the parliamentary staff for any document he considers relevant to its research.
The research of the Scientific Secretariat, the clarification of different arguments and positions and the participation of the general public contribute to and support the decision process in the Flemish Parliament.
In order to emphasize the link with the Flemish Parliament and to guarantee its independence, the viWTA as a parliamentary institution is situated in the buildings of the Flemish Parliament in the centre of Brussels. The offices of the viWTA are located in the House of the Members of the Flemish Parliament, and is uses the infrastructure and services of the Flemish Parliament. This allows the Scientific Secretariat to concentrate on its core mission: to advise the Flemish Parliament about Society & Technology.
On October 13, 2004, the general assembly of the Flemish Parliament determined the composition of the Board of Directors of the viWTA as follows:
